Statement 1 According to Phillips, one of the best principles of disaster management is to network and to treat planning as a process, rather than a piece of paper. (Phillips, 2017) It is impossible to account for every single detail of every single possible disaster. It is a better practice to instead plan for disasters in a more generic and broad fashion. 

Statement 2:  Another way the planning is important is within the Recovery phase.  When looking at planning in response to an emergency, it is important that first responders would know how to respond to a given situation. An example would be that of emergency responders trying to restore services to a particular area that was affected by a disaster.
